Fangda Group NHI:Old State-Owned Enterprise Re-emerging through Mixed Ownership Reform, Remarkable Achievements Benefiting from Green Development
Since the mixed ownership reform, Fangda Group NHI conscientiously implemented the new concept of creative, cooperative, green, open and sharing development, and actively promoted the green and sustainable development of the enterprise, achieving gratifying results. NHI won the title of “Green Factory” in the selection of the fourth state green manufacturing system construction hosted by Liaoning Provincial Department of industry and information technology.
New Vitality Injected after Completion of Mixed Ownership Reform, like New Leaves Sprouting from an Old Tree
NHI has a long history with an important position in the international and domestic heavy machinery manufacturing industries. Due to the restriction of old and backward concepts of the traditional state-owned enterprises, the closed and rigid system and mechanism, the management mode out of line with the markets and other obstacles, coupled with the fierce fluctuations of markets, NHI’s operation and development had fallen into serious loss situation, which led the enterprise with a huge debt burden and a large number of employees facing the risk of unemployment.
On April 30, 2019, in accordance with the relevant spirit of the CPC Central Committee and the State Council on promoting the revitalization of Northeast China and deepening the reform of state-owned enterprises, and under the right guidance and promotion by Party Committee and municipal Government of Liaoning and Shenyang, Liaoning Fangda Group, after successful reorganization of Northeast Pharmaceutical Group Co., Ltd. and Zhongxing Shenyang Commercial Building Group., actively participated in the judicial reorganization and mixed ownership reform of NHI, and became the largest shareholder of the enterprise by laws. NHI had transferred from a state-owned holding company to a mixed ownership company.
After the mixed ownership reform, NHI gradually established the modern enterprise management mode of "supervision by owner, responsibility by operator" and the operation mode of "centralized management with lean and efficiency". The operation structure was reconstructed, and some management departments were "withdrawn, merged and transferred", which achieved the unified management of production, supply, marketing, technology and finance. The operation and production organization of the enterprise were more standardized. At the same time, by implanting the fine management concept of Fangda Group, standardizing enterprise operation with system, guiding cadres and employees with market-oriented principle, a series of assessment and incentive policies of "Golden Mountain in front and tiger behind" have been formulated and issued, which has completely broken the "big pot system".
With the full assist and support from Fangda Group and its brother enterprises, NHI quickly restored orders in markets and realized full load production and operation. An enterprise on the verge of bankruptcy has gained new vitality in mixed ownership reform.
Take the Road of Green Development
In the rapid development, based on the concept of "treat ecological environment as our own life", Fangda Group resolutely took the road of new industrial development, adhere to green development, regarded environment-friendly and resource-saving as the enterprise development mode, conscientiously implemented national and local environmental protection laws and regulations, introduced new environmental protection processes and technologies, and constantly improved environmental hardware supporting facilities. Since 2017, the enterprises affiliated to Fangda Group have further increased investments in environmental protection and implemented a new round of environmental protection and technological transformation. In 2018, the investments to environmental protection in the steel section reached more than 3 billion yuan. Fangda Group required that the environmental protection transformation of affiliated enterprises should be established in ten or even twenty years. The advanced level as the developed countries shall be reached if there were international standards as reference. And the national standards shall be reached if there were no international standards as reference.
As the only machinery manufacturing enterprise in Fangda Group, and based on the requirement of Fangda Group to build garden factory, NHI, absorbing the advanced experience of brother enterprises in terms of green development, under the great support of the Fangda Group, continues to increase capital investment, performs environmental protection transformation, optimizes production process, implements clean production and further reduces emissions so as to reduce pollution and realize green development.
Since the mixed ownership reform one year ago, NHI has completed maintenance of the machinery equipment to 618 metal cutting machine tools, 170 punching, shearing and pressing machines, 26 grinding machines and solved the persistent problems of oil leakage, noise and dust pollution of equipment. According to the requirements, combustible gas alarms have been installed in the hazardous waste hazardous chemicals warehouse, hazardous chemicals use site, oil depot, propane gas cylinder storage and other thermal explosion places. The electric release grounding was equipped with copper alloy barrel opener. In addition, the rectification of the spray painting workplace has been increased, and the spray painting filter screen and filter cotton have been replaced on a regular basis. The voice controlled energy-saving lamps have been replaced for the lighting of stairs and corridors of all office buildings in factory. Waste water, waste gas and noise were tested by the entrusted professional companies and then disposed by the qualified professional companies in accordance with laws and regulations. Dust and volatile organic compounds from the new pretreatment line of the structural parts plant met the requirements of national standards. The photovoltaic power station built on the roof of the workshops is connected to the grid for power generation, with an annual photovoltaic power generation of 27 million degrees, so as to effectively reduce carbon emissions.
Take the Responsibility of Green Development
As there is more and more concern over the environment by government, NHI, too, quicken the green development pace from green factory to green manufacturing.
The new energy-saving and emission reduction environmental protection equipment developed and manufactured by NHI spread all over China such as power and metallurgy flue gas desulfurization and denitration complete equipment of wet process, dry process desulfurization, pulverizing and pulping system, sewage complete equipment of 30-110t / H steel (ore) slag series, vertical mill, screw pump, mud scraper, thickener, filter press, sand water separator, scrap steel, crushing production line and mobile waste wood crusher. These were exported abroad and made great contributions to the country's green development as well as the world's environmental protection.
From green factory to green manufacturing, NHI has embarked on a new path of high-quality development guided by ecological priority and green development. On the road to industrial green development, NHI has demonstrated its responsibility as an industrial enterprise in green development.
